When a healthy seedling is suddenly lying flat, suspect cutworms first
The classic cutworm discovery happens early in the morning: yesterday’s tomato, cabbage, bean, or pepper seedling looked fine, and today the stem is cleanly severed near the soil line. The leaves may still look fresh because the plant was cut only hours earlier. That is different from damping-off, slug damage, rabbit browsing, or transplant shock.
Cutworms are the chunky, smooth caterpillars of several moth species. They feed at night, hide in the soil during the day, and can wipe out a small row of seedlings before you have coffee. They are especially frustrating because a garden can look completely undisturbed except for a line of fallen plants.
The good news is that cutworm damage is very manageable once you stop treating it as a mystery. The best protection is usually physical, targeted, and done before seedlings go into the ground.
First, make sure it is actually cutworm damage
A cutworm usually cuts or chews the stem within an inch of the soil surface. The stem may be sliced almost straight across, or it may have a rough, crushed-looking bite mark. Look closely at the soil in a 2- to 3-inch circle around the plant. A cutworm often stays nearby, curled into a tight C-shape just under the surface.
One May, I planted 24 brassica starts in a freshly cleared bed just before a warm, rainy stretch. By the third morning, seven plants were down. I assumed slugs at first because the soil was wet, but there was no slime and no holes in the leaves. When I scraped back the soil beside the eighth plant, I found a fat gray-brown caterpillar curled against the stem. That bed had been grassy weeds two weeks earlier, which was the real clue: moths had likely laid eggs there before planting.
What looks similar but needs a different response

Slugs and snails: irregular holes in leaves, ragged edges, shiny slime trails, and damage above the soil line.

Damping-off: the stem becomes thin, dark, pinched, or water-soaked before the seedling falls over. You will see this more often in trays or overly wet soil.

Birds or rabbits: plants may be pulled out, leaves disappear, or stems are bitten much higher than ground level.

Wind damage: stems bend, split, or loosen at the roots rather than looking chewed.
A seedling cut cleanly at ground level is not “having trouble establishing.” It has usually been eaten.
The collar method is still the most reliable protection
For a home garden, I would not skip collars on vulnerable transplants. They are cheap, fast, and more dependable than spraying a whole bed. A collar creates a barrier around the stem so the caterpillar cannot reach it easily.
How to make a collar that actually works
Use a strip of cardboard, a toilet paper tube, a paper cup with the bottom removed, or a piece cut from a plastic nursery pot. The collar should be about 2 to 3 inches tall. Push at least 1 inch into the soil and leave 1 to 2 inches above ground.
The buried portion matters. A common mistake is setting a collar on top of the soil like a tiny fence. Cutworms can simply crawl under it. Press the soil firmly around the outside, but do not pack it tightly against the seedling stem.
Cardboard works well for spring crops because it gradually softens and breaks down. Plastic lasts longer and is useful when planting peppers, tomatoes, dahlias, or other plants that need protection for several weeks. Remove rigid collars once stems have thickened and the plants are growing strongly, usually after two to four weeks.
What to do after you find the first damaged plant
Do not just replace the seedling and hope the problem has passed. The caterpillar that cut the first plant may be waiting beside the next one.
A quick evening-and-morning routine

Inspect every newly planted seedling at dusk and again at first light for the next three to five days.

Scratch through the top inch of soil around any cut plant, especially within a 3-inch radius.

Hand-pick any curled caterpillars you find.

Install collars around remaining seedlings immediately, not only around the ones that were attacked.

Replace lost plants after checking the soil, ideally with a collar already in place.

Keep mulch pulled back from the stem until plants are established.
Hand-picking is unpleasant but effective in a small bed. If you find one cutworm, check nearby plants rather than assuming there is only one. In a 4-by-8-foot bed, finding three or four can explain a surprising amount of damage.
Why freshly cleaned beds can be worse than messy-looking ones
This catches many gardeners off guard. Cutworms are often worse after sod, cover crops, dense weeds, or lawn-like grass have been cleared and then immediately planted. The adult moths use grassy, weedy areas as egg-laying sites. When you remove that vegetation, larvae already present in the soil need something else to eat, and tender vegetable transplants are an easy target.
If possible, clear a weedy area two or three weeks before planting. Lightly cultivate the top few inches once or twice during that period to expose larvae to birds and drying conditions. This is more useful than deep, aggressive tilling, which can bring up dormant weed seeds and disrupt beneficial soil life.
Crop residue also matters. Thick, damp plant debris right around a young stem gives cutworms a sheltered daytime hiding place. Mulch is excellent for moisture control, but wait until seedlings are established before piling it close to them. Keep a bare ring of soil around the collar.
When you do not need to panic
Not every caterpillar found in the garden is a cutworm problem. If you see a single caterpillar on a leaf during daylight and the stems are untouched, it may be a leaf-feeder rather than a soil-dwelling cutworm. Also, older plants with woody or thick stems rarely need protection. A tomato stem the thickness of a pencil is not nearly as tempting or vulnerable as a newly planted seedling with a stem like a matchstick.
One lost lettuce seedling in a large planting is not a reason to treat the entire garden. Replant it, inspect nearby soil, and use collars on the replacement plants. Broad insecticide use is usually overkill and can harm ground beetles, parasitic wasps, and other predators that help keep caterpillars under control.
If pressure is heavy, use targeted controls
For repeated damage in a larger planting, Bacillus thuringiensis var. kurstaki, often sold as Bt, can help against young caterpillars when applied according to the product label. It works only when caterpillars eat treated foliage, so it is not a magic answer for larvae feeding below the soil surface. That is the non-obvious limitation: Bt is useful for exposed caterpillars, while collars remain better for stem-cutting cutworms.
Beneficial nematodes can also be worthwhile where cutworm pressure returns year after year. Apply them to moist soil in the evening, follow the storage and temperature instructions carefully, and keep the bed evenly moist afterward. They are living organisms, not a product you can leave in a hot garage for a week and expect to work.
The simplest plan for the next planting day
Before transplanting, remove dense weeds and old plant debris. Put a collar around every susceptible seedling. Bury the collar about an inch. Keep mulch away from the stem for the first few weeks. Check plants each morning after planting, especially after warm nights. If one is cut, search the nearby soil before replacing it.
That small amount of preparation saves far more time than replanting half a row. Cutworms are most destructive when seedlings are tiny, so protecting the first few inches of stem is usually all it takes to get past the danger period.
